Roof Leak Repair in Kempner, TX
We fix roof leaks in Kempner, TX, in town along US 190 and out on the acreage off FM 2313 and FM 2657, and we're about 12 minutes west of Copperas Cove. Out here, much of the roof damage on record came from wind, not hail. On May 25, 2015, storms left five houses in Kempner with roof damage, and an EF1 tornado about four miles northwest of town tore large sections of roofing off two homes, according to NOAA storm records. Wind that lifts a few shingles or loosens the screws on a metal roof often won't cause a drip until the next hard rain, so we track down the entry point and repair that spot.

Kempner's Wind and Tornado Record, and the Leaks It Leaves
When roofs get damaged in Kempner, wind is usually behind it. NOAA's storm database has logged roof damage from wind in and around town in 2015, 2019, 2020 and 2025.
May 25, 2015: Two Tornadoes and Five Damaged Roofs
That evening, emergency management reported roof damage to five houses in Kempner, snapped power poles and trees down across town. A National Weather Service survey found an EF1 tornado about four miles northwest of Kempner that hit several buildings, including two houses that lost large parts of their roofs, while a second EF1 touched down northeast of Lampasas. The Killeen Daily Herald reported barns badly damaged and an oak that fell into a house off FM 2313 near the Lampasas River. A storm like that leaves obvious holes, but it also leaves shingles that were bent back and never sealed down again, and those are the ones that start dripping a year later.
Barns, Garages and Oaks Along FM 2313 and Hwy 190
The wind keeps coming back. On May 15, 2018, a spotter reported several large oaks down along FM 2313 north of town. On June 9, 2019, barn roofs were damaged near Kempner and the roof was torn off an empty house along Hwy 190. On April 9, 2020, a storm about four miles east of town peeled the roof off a metal garage and collapsed its walls. And on May 1, 2025, a home weather station about three miles south-southeast of Kempner recorded an 82 mph gust, with shingle damage reported nearby. Wind doesn't have to rip a roof off to cause a leak. It breaks the seal strip under shingle tabs, works metal-roof screws loose and bends flashing away from walls and vents, so after a big blow we check those spots first, then refasten and reseal whatever moved.
Hail Still Hits Kempner Too
Hail shows up in the record as well. Golf-ball hail fell in Kempner on April 23, 2010, hail the size of hen eggs damaged vehicles about four miles west of town on June 12, 2014, and grapefruit-size stones came down near FM 1113 and CR 3295, about seven miles north, on May 21, 2011. If your leak started after one of these Kempner storms, tell us the date and we'll know what kind of damage to look for.
Manufactured Home Roof Leaks in and Around Kempner
About three in ten homes inside Kempner city limits are manufactured homes, and the 76539 ZIP area has about 850 of them, nearly a quarter of all its housing, according to Census figures. Questions like "who can fix the leaks on my mobile home near Kempner?" turn up in local Facebook groups, and manufactured-home roofs are part of what we fix. These roofs sit low and light, so the Kempner wind record above hits them harder than most. Leaks usually start at the seams between roof sections, around vent stacks and the furnace or water-heater flue, along the edge trim, or where an add-on porch roof meets the home. We find the spot that's letting water in, reseal or refasten the seam, put a new collar or flashing on the vent that cracked, and coat the repaired area.

Acreage Homes, Shops and Metal Roofs in the 76539 Area
Kempner's ZIP code runs well past the city limits, and most of it is rural. About 93% of the 3,338 occupied homes in 76539 are owner-occupied, and nearly half the homes there were built in 2000 or later (Census ACS 2024). Since so many of these houses aren't old, a leak out here is more often storm damage or one worn part than a tired roof. The rubber pipe boots and the sealant around vents dry out and crack in the Texas sun, and a 15-year-old roof can leak at a pipe boot just as easily as a 50-year-old one. On metal houses, shops and barns, water usually finds its way in at screws that have backed out, rusted or lost their washers, at panel laps, or along the ridge cap and trim. We put in new fasteners where the old ones failed, seal the laps and trim again, and repair the panel that's actually letting water through. If you're on acreage off FM 2657 or down a county road, start the call with your address so we can check that it's in our area first.

Water Coming In Right Now in Kempner?
Call us any time, day or night: it's a quick drive from Copperas Cove to Kempner, about 12 minutes on US 190, and we try to reach an active leak that day or the next. If a storm has opened up the roof, we tarp it first to stop the water, then make the lasting repair once it's dry enough to work. Until we reach your Kempner home, here's how to limit the water damage inside.
Kempner City Permits and the Substandard-Building Rule
Inside city limits, Kempner's building permit ordinance (No. 2010-03-09-001) says no building or part of one may be built, altered, placed or demolished without a city permit. It doesn't say whether a leak repair counts as an alteration, so call City Hall at 12288 US Hwy 190, (512) 932-2180, before work starts on anything bigger than a small patch. That call is worth making, because the ordinance doubles the permit fee when work begins before the permit is pulled, and the mayor or police chief can order the job stopped.
The city also has a substandard and dangerous building ordinance (No. 2012-10-09-001). One of the conditions it lists is a roof that fails to protect the people inside from weather because of holes, cracks or loose, rotten or warped boards. A leak caught early usually costs a few hundred dollars to fix; one left for months on a rental or an empty house can rot the decking until it reaches the point that ordinance describes. These are City of Kempner rules, so if your home is out in the county, ask us on the call what applies to your address.
